# George

> An Agent-First AI government-affairs agent: it watches Texas + federal legislation and rulemaking, scores impact via a multi-model gate, and drafts your position papers, comment letters, and testimony. George drafts and tracks; it never makes a lobbying contact, registers, or files — those stay human by law.

## What it does

- **Watches** Texas + U.S. federal bills and proposed rules (Congress.gov, the Federal Register) against each tenant's policy topics — and captures regulatory comment-window deadlines so they're never missed.
- **Summarizes** every relevant bill/rule in plain language (untrusted text is read only by a quarantined model that cannot take actions).
- **Assesses impact** with a three-model agreement gate (Anthropic + OpenAI + Google must concur before flagging HIGH).
- **Drafts** position papers, comment letters, and testimony — every output watermarked "DRAFT — human must review before sending."
- **Tracks** deadlines (hearings, comment windows, filing dates) and relationships (legislators, staff, committees; logging only).
- **Briefs** the team daily via Slack and email.

## The hard line (compliance)

George MAY track, summarize, draft, and prep. George NEVER makes a lobbying contact, sends outbound comms to officials, registers as a lobbyist, files/certifies a disclosure, decides registration status, works for a foreign principal (FARA), offers anything of value to an official, or renders legal advice. The boundary is architectural — there is no send/file code path. Unregistered lobbying in Texas is a 3rd-degree felony; drafting is not contacting.

## Who it's for

In-house government-affairs leads, policy / public-affairs managers, and the contract lobbyists they engage — initially Capital Factory's government-relations function and the Texas startup ecosystem. For teams that can't justify a five-figure Quorum / FiscalNote / Bloomberg Government seat.
